Gwynneville renewal
As part of our work to help address the housing crisis and deliver more and better social and affordable homes in the Illawarra, Homes NSW is working with Wollongong City Council to review the current planning controls that apply to the Gwynneville precinct.
The Gwynneville precinct has been identified as an area suitable for future housing renewal. The precinct includes large areas of land owned by Homes NSW for social housing, as well as homes owned by private landowners.
Planning proposal request
To renew Gwynneville in the future, the land in the precinct must be rezoned by submitting a Planning Proposal to Council.
Homes NSW submitted a Planning Proposal request to Wollongong City Council in July 2024 to make changes to the current planning controls that apply to the Gwynneville precinct.
As part of the planning process, Council and Homes NSW carried out preliminary consultation with residents and the community during July and August 2024 to seek their initial feedback on the planning proposal request.
In November 2024, Council resolved to support the preparation of a Planning Proposal to amend the planning controls for the Gwynneville precinct, based on the proposal being updated and additional technical studies being prepared by Homes NSW.
Homes NSW has now completed the updated Planning Proposal and additional technical studies and submitted these to Council for further assessment.

Important information for residents and community
The proposed renewal of the Gwynneville precinct is a long-term project that may be delivered in stages over several years. We are only in the very early stages of planning, and rezoning has not yet been approved.
There are a number of steps to go through first, including the planning assessment process and further consultation with the community before any future rezoning and renewal of the area can occur.
It is important to note that social housing residents are not being asked to move at this time and there are no changes to current tenancy arrangements. If relocations are required in the future, Homes NSW supports social housing residents every step of the way.
Upcoming consultation
Wollongong City Council will now undertaken further consultation with the community and key stakeholders through a formal public exhibition process.
The updated Gwynneville Planning Proposal and additional technical studies will be made available for comment through the Council-led public exhibition, which is planned to occur from Monday 10 March until Monday 28 April 2025.
